The draft law on pre-hospital medical relief service in Beijing started eliciting public opinions on the official website of the Beijing Legislative Affairs Office on Wednesday.

This draft law came after several incidents happened in recent years that patients died on the ambulance because it failed to get to the hospital through a jammed road.

Such incidents have sparked heated debate on the Sina Weibo on how to ensure ambulances to take patients to hospital quickly.

Some experts say there is a lack of knowledge among the public in what to do when an ambulance is approaching on the road.

The draft law states that the ambulance in an emergency has the legal rights to go on the road without the limit of direction or signal lights. Other vehicles on the road should make efforts to let the ambulance pass.

It also includes other regulations such as penalties for making false emergency calls and penalties for hospitals refusing to receive emergency cases.
