The China Air Transport Association is planning to construct more than 20,000 flight camps across the country, report People's Daily.
According to the Aero Sports Association, a flight camp is a place where people who love sports aviation come to gather.
Li Zhengmei, an official with the General Administration of Sports, made the remarks at an event on Friday at the 2017 World Fly-in Expo in the city of Wuhan, Hubei Province.
Li said China's low-altitude airspace consumption lags behind the pace of its economic development.
It's estimated that the number of general aviation airplanes in China will reach more than 1 million in the near future.
Li added that China will need more than 2.6 million pilots. The training market is expected to be a one-trillion yuan market by 2020.
By the end of 2016, China has already constructed around 100 flight camps across the country.
