Beijing Public Security Bureau announced on Monday that SWAT members facing any terror attack are authorized to shoot terrorists directly, skipping warning procedures such as shouting at the suspect and firing warning shots.
What arms do SWAT officers carry?
SWAT patrol members are armed with the QBZ-95 rifle and type 92 handguns.
Police technical experts explained that type the 92 pistol is a lightweight small arms weapon, which makes it more appropriate for use in crowded areas.
“It was in 2008 that police officers in Beijing began to carry type 92 automatic pistols instead of the original type 54 handguns," a police officer told Beijing Times. "Now, all criminal police and officers at local police stations are equipped with type 92 pistols and revolvers."
SWAT and police patrols are being asked to do more training with type 92 handguns to improve their combat skills in the anti-terrorism campaign.
How does a police office apply for a gun?
The Beijing police service has strict regulations on handgun permits. Applicants should be accompanied by their supervisor when they pick up handguns and ammunition from the arsenal. A time limit will be established. A pupil identification for the supervisor and the fingerprints of the police officers are recorded. If a police officer does not return the guns within the deadline, an alert will be broadcast to the supervisor. If the mission is not completed within the specified time, the supervisor can prolong the gun permit.
Community police officers and traffic police officers can also apply for a gun permit. Experienced criminal police officers or SWAT members will be assigned to help them with guns.
Under what circumstances can an officer open fire?
Police must shoot a target whenever it begins to threaten a hostage or detonate an explosive device. “If you do not open fire, a target may cause serious harm to the public,” said one police officer. "We must guarantee the first shot won't miss in the case of a hostage situation.”
Will there psychological counselling for police officers after shooting?
Prosecutors will verify that there has been no violation of any gun permit by checking bullet holes and wounds on the target, and questioning police officers about the timing of any shots fired. The Beijing police has done a good job in terms of psychological counseling. A police officer will be offered counseling whenever he or she has shot and killed a target, been shot at or wounded, or seen a colleague being shot.
