On the afternoon of February 15, 2016, only one week after the Spring Festival, Lou Qinjian, Governor of Shaanxi Province, went on a tour of investigation at Xi'an Hi-tech Industrial Development Zone, and held a symposium attended by businesses from the zone with a view to solving their problems on the spot.
This was the fifth consecutive time that Lou Qinjian had visited the zone less than a week after the Spring Festival.
