As Chinese President Xi Jinping headed to the US to attend the 4th Nuclear Security Summit in Washington DC, the People’s Daily published a commentary entitled “Build a community of common destiny for all mankind through nuclear security” on Thursday.
Nuclear energyis a double-edged sword that offers hope for development while throwing a dark shadow of potential misuse.
As more countries resort to the use of nuclear energy in a wider range of areas, the global community also faces urgent tasks, such as integrating nuclear security resources, carrying out strategic, institutional and long-term planning, andmanaging potential nuclear terrorism threats.
Even today, nuclear security is a familiar yet contentious topic to the internationalcommunity. Some completely reject the idea of nuclear power, while others try to deprive developing countries of their rights to develop nuclear energy in a peaceful manner.
These different ideasreveal the challenges ofdealing with nuclear securityand also demand feasible solutions.
At The Hague Nuclear Security Summit in 2014, Chinese President Xi Jinping expounded a sensible, coordinated and balanced approach to nuclear security. His philosophy can be traced back to China’s original concept of nuclear security.
In today’s world, nuclear materials that go missing in one country can trigger worldwide panic. But in six decades of nuclear programs China has never lost any nuclear material.
Behind such achievement lies the responsibility for its people’s safety and interests of China and the global society at large. Moreover, China has written nuclear security into the National Security Law and incorporated it into the national security system.
As a permanent member of the UN Security Council and a member state of the International Atomic Energy Agency (IAEA), China has been striving for an international nuclear security system along with the rest of the world, so that all countries can benefitfrom the peaceful application of nuclear energy.
Security has no borders. Although progress has been made in the construction of a global nuclear security system, tough challenges remain.
Nuclear security must keep abreast with nuclear development, and a global safety mechanism is a vital foundation.
In the future, China will continue to actively participate in global nuclear governance and make concerted efforts with other countries to build a community of common destiny for all mankind through nuclear security.
