The State Council is planning to encourage building tourism and consumption facilities through Public Private Partnership.
The plan aims to support airport projects in the west of China, especially in smaller cities. It includes connecting roads between the airports and touristy areas, and boosting facilities such as car parks and toilets along tourist routes.
The new policy will also increase loans to tourism industries. This includes encouraging tourism related start-ups, travel car rental businesses, and pushing for the implementation of paid annual leave.
The policy eventually hopes to boost China's consumption and lead to a healthy restructuring of the economy.
