
BEIJING, July 20 -- Orientations for administration regulation legislation of the Yinchuan Comprehensive Bonded Zone in northwest China’s Ningxia Hui Autonomous Region have been put forward, according to local media reports.
Based on in-depth study conducted by the legislative research group, five explicit orientations are presented.
Specifically, the legislation should encourage the bonded zone to play a leading and exploratory role in industry transfer and industrial restructuring, the reports said.
The optimization of operational environment should be stressed and relatively independent management and operating systems are suggested to build, the reports added.
As for the institutional construction, an efficient operation mechanism and smooth communication at all levels are essential, according to the reports.
Moreover, the bonded zone should be oriented to learn the legislative experience of Shanghai Pilot Free Trade Zone to integrate superior resources and target long-term development.
In terms of the specific clauses, briefly introducing basic principles is suggested when referring to national exclusive legislative authority while self-innovation is encouraged when referring to local exclusive legislative authority.
