According to the Cultural Department of Liaoning province, 984 internet cafes have finished their transformation and upgrading process. The number takes about 19 percent of the total in the province. Combining functions of internet cafe, book-reading bar, cafeteria, electronic sports and network training together, the modern internet cafes are turning into high-end cultural venues.
